Kara Graves Joins Wilkinson Barker Knauer As Partner in DC Office

Wilkinson Barker Knauer has hired Kara Graves as a partner in its Washington office. She joins WBK with deep experience in wireless issues, specializing in spectrum policy, infrastructure and accessibility.

Prior to joining WBK, Knauer was vice president of regulatory affairs at CTIA. She regularly advocated on behalf of the association before the FCC and other federal agencies as well as executive and legislative branch offices on a variety of issues of interest to the wireless industry. Her work on behalf of the industry put her at the forefront of the nation’s transition from 4G to 5G connectivity, including, WBK said, “leading advocacy on some of the most successful wireless spectrum auctions in FCC history and on critical regulatory and legislative modifications that have served to expedite wireless infrastructure deployment.”

Before joining CTIA, Knauer was an associate in the communications section of an international law firm based in Washington. Her legal career was preceded by her work as an online, print and radio journalist.

Knauer holds a B.A. in journalism from Ohio State University and received her J.D. from the University of Miami School of Law.
