It’s a sweet strategy. A Class A owner (what few there were) gets to cash out the spectrum and then donate the license to a pubcaster as a way of handling a portion of the capital gains tax (or maybe all of it). No retrans privileges come with Class As but as a “sharee” the Class A would gain the greater coverage a full power typically offers. However as I see it, for pubcasters to really benefit from this strategy, they would need to run these Class As as commercial stations which is allowable under FCC rules, according to the article. Like I said: sweet.
