Gray Creating Fargo Duopoly With KCPM Buy

The owner of the market’s NBC affiliate is buying KCPM, currently an MNT affiliate.

Gray Television plans to purchase a second full-power television station in Fargo, N.D. (DMA 113). The purchase price was not released.

Gray, which already owns NBC affiliate KVLY in the market is buying MyNetworkTV affiliate KCPM, from Central Plains Media, which also owns KCPO-LP Sioux Falls, S.D.

Jim Wareham, KVLY VP and general manager, said:”I’m proud that KVLY and Gray Television continues to invest in our viewers and the areas that will be served by this new television station.”

After FCC approval and closing in a few months, KVLY will rebuild and upgrade KCPM so that it can serve the entire Fargo market. Over the coming months, station management “will evaluate the best programming to broadcast over this station and will be selecting new call letters, according to KVLY.

So, is this the first legal duopoly to be created, in which the November rule change eliminating the “eight-voices test” applies?
